Collier wurde in London von Lawrence Alma-Tadema und Edward Poynter ausgebildet und studierte später mit Jean-Paul Laurens in Paris. Collier schuf zahlreiche Gemälde von Königen, Edelmännern, Schauspielern und Prominenten und war Mitbegründer der Royal Society of Portrait Painters.
